He should have turned around and booted it back to Winnipeg. You can't tell me that he wouldn't be able to get a qualified doctor in a Winnipeg hospital. The first time he was stopped 20 km east of Portage, he should have been escorted directly back to Winnipeg. The error made by the officer was to let him proceed.
