Police would have the option of ticketing people for a range of minor offences -- instead of laying criminal charges -- under a plan that could yield significant savings for the cash-strapped justice system.

    I wonder how much it will save when you factor in the cost of extra manpower to process payments as well as people to track down and arrest(?) people who don't pay on time or submit it to a credit agency?

    It's the instantaneous presumption of guilt when you get a ticket (and you have to pay it within a tight time frame) that disturbs me. So much for the Anglo Saxon legal traditions.

    Haven't read the article, but you can dispute tickets, so I don't see the diff.

    The diff is that most people won't be bothered to do so. They will just pay up, particularly when they are threatened with dire consequences if the payment isn't made within a short period of time. If you're not sure how the courts are going to evaluate your arguments, you will likely opt for a simpler "guilty" and pay a lesser fine rather than risk something like garnish of your wages.

    The difference between bait and sushi is all in the presentation.

    If you receive a ticket with a DEMAND of payment within 7 days OR ELSE ... most people will be intimidated into folding.

    It's no different than a traffic ticket or what have you. It says clearly on the ticket you can dispute. My guess is that if you're not guilty you'll dispute. Now, I've been not guilty of speeding (knew exactly where the radar trap was) but the cop nabbed me anyway, and the judge believed him, not me. Guess people with minor offenses face the same hazard.
