WTF would Israel want to spy on the Kiwis?
Israel spies on . Mostly, they just use IncrediMail to do their dirty work but I guess there's an interest in NZ, too.
I don't think they are spying on NZ in so much as they are interested in obtaining NZ passports with bonafides attached to them. Canada caught them doing just this thing many years ago. They need passports to allow their intelligence operatives to travel under because they cannot do so under Israeli passports or US/UK passports as effectively as they could Canadian, Australian, or Kiwi.

It's definitely possible, they might also want to use NZ shell companies as fronts for their operatives.
According to Victor Ostrovsky (author of By Way of Deception) Mossad uses Jewish people the world over to help facilitate their intelligence activities around the globe.
In his book, they routinely contact Jewish/Israelis around the world to provide them with logistical support (say an operative needs to pretend like he works for ABC Inc, or needs a storefront to show to a potential informant), financial support, even simple things like procuring parking spaces in places like Paris and London (which are notoriously difficult to find).
