Not a big issue at the moment. What it is is frequent cases of a lack of discipline in the lower ranks. As the article says, the leadership is aware of the problem, and is planning on dealing with it. You can't expect everyone fighting for the rebels to be a saint, every group has their bad apples.
I bet most people on these boards would be mortified to know the atrocities Canadian soldiers committed during WWI, and WWII. But history chose to not let the grave or genocidal acts of the few stain the heroic image of the whole.
