Surprise.... no, why because in Junior High School a friend of mine stole a starter pistol from the school and within an hour had it ready to fire .22 rounds
So are the police going to raid hardware and grocery stores and confiscate all of the different things that can be used to make zip guns and bombs? I mean, I understand going after someone who is selling altered starter pistols, but simply telling someone that they can do so...how is that illegal?

In Vancouver on Thursday, police displayed more than 30 handguns seized in the raid. Most were legal starter's pistols used to signal starts at athletic events, but some of the guns had been converted.
