Couldn't be the Chinese, they're our good trading partners. They'd never do anything to hurt us, and anybody that says different is a racist. Plus they send us many immigrants every year to help with our economy, and all of them have renounced all loyalty to their homeland, only want to become good Canadians.

My second question usually is 'why did you store this information'? Like, why does the grocery store save my debit card # and password? Of what further use is it to them, vs how devestating it could be to me when they find out they didn't secure it properly.
Honestly, good computer security isn't that tough, if you think through; write down; and follow procedures!

I bet you're also surprised that the US has spied on us too - after all they're our good trading partners too. I'm not defending the Chinese, but noting that lots of foreign governments have spied on Canada before. It's hardly anything new.
If our government was smart we'd develop a foreign spy service like most other countries. And unlike the Chinese (and other homogeneous nations), our heterogenous population provides large numbers of potential candidates to spy on our competitors, be they China, Japan, Brazil, Russia or almost anyone else.
Plus they send us many immigrants every year to help with our economy, and all of them have renounced all loyalty to their homeland, only want to become good Canadians.
I know almost two dozen Chinese immigrants who have in fact done just that.
And I'd be willing to be that 90% of recent Chinese immigrant's children will assimilate here quite well - just like the thousands who came here in the past have.
We've got lots of 2nd/3rd gen Chinese Canadians who can speak fluently and are versed in their culture, so sending them the other way to spy on China should be relatively easy.
Unfortunately, CSIS spent the first half of its organziational life trying to deal with the Soviets and now the Muslims are their focus, so we've little resources left to deal with other potential threats to our security. Even if CSIS had the resources to deal with China, it lacks the mandate to operate outside of Canada - hence the need for a new foreign intelligence service.
And if some reports on the Mossad (Victor Ostrovoksy stated that Mossad only had 40-50 agents worldwide) are accurate, our foreign spy service wouldn't need to be huge and expensive like the CIA to be effective.
