WINNIPEG � Manitoba is spending more money to upgrade a polar bear jail in Churchill.

    Gotta agree with you there, a polar bear jail.....only in Canada you say? I would rather see the 60 or so bears they have there held until the ice is thick enough for them to be released, as it definitely beats hell out of killing them when they get too close to town.
