Sure they can. Revenue Canada makes no moral conclusions. The taxman already accepts tax returns from prostitutes and drug dealers. And prostitution is already legal in Canada, depending on how it's transacted.

The poverty pimps want to graduate to small business owners? Did they check in with the Toronto arm of ACORN?
That is exactly what brothels are in Europe, small businesses. A much safer way to do business than nightly streetwalking.
I see it as a much better alternative to the murky system we currently have here.
