A great way to unite them is to give them a reason to do so and an aggressor Israel would do just that.

Its funny that my Iranian coworker who hates his government and the religious nuts who run it actually views Irans nuclear ambitions as a right and a good thing. The current government may not exactly have adoring support but them becoming a nuclear power does and I think any attack on them will fire them up like it did the US after pearl harbour.
For nuclear power yes. Even for nukes I'd say yes. I'd say that facing violent and aggressor nations that have invaded and occupied their neighbour served as a great catalyst for them becoming a nuclear power.
