An increase in mining activity and soaring gasoline prices have revived talk of using the sea and rail to haul freight to the Yukon and Alaska

    Sounds more like their trying to get another mine approved to me.
    The mines also recently backed down on kicking in for a deep port,they want the govt. to pay for it all now even though it benefits them the most.
