For the purpose of this definition "a crime against a child" means (but is not limited to) sexual assault, neglect, abuse (physical; psychological just gets you beat..badly) and other crimes that would hinder the development of an otherwise healthy child.

I don't disagree with that sentiment, but courts look at crimes against vulnerable people much more harshly that with adult on adult violence.
