'Const. Scarecrow' proving effective for Coquitlam RCMP but falling victim to vandals

A life-sized cut-out of a police officer keeping watch over a stretch of Mariner Way in Coquitlam is proving effective at slowing speeders, according to early results of a Coquitlam RCMP pilot project.
