don't think the stupidity is necessarily about connecting housing and poverty. It's thinking that he can hide the corruption and misappropriation of funds. Then again, all they have to do is play the racism card, and the government runs away from confronting and dealing with the problems. The rank and file of the reserve get screwed two ways.
