Sad story,
A couple of summers ago here kids went diving off a hyrdo tower, each one of these towers clearly have the "don't climb electrocution signs". One of the kids when to the top of the tower held onto one of the live wires before jumping off was killed instantly. Horrific for his friends I'm sure.

most people realize that 'touching' them is bad, what they do not know is, at 20kv the air is not a good insulator. That much voltage easily breaks down the dielectric of the air and you can get arching. Hence, even 5 feet from the power line a non-conductive material can still take a hit just because the potential difference is so high.
