Make more sense to paint a coastie boat ship side grey and put a navy crew on it. There's a bit more to defence than simply carrying a deck gun.
Ummm, hate to point out the obvious, but the best camoflauge paint scheme in ice is going to be white, not haze gray.
Also, I'd skip the traditional coast guard ship with a 3" gun and go right to building an ice-breaking frigate with anti-air and anti-sub systems on board. That'll put Canada two steps ahead of every other navy in the world right there.

Agreed with the ice breaking 'frigate', however, political reality is more likely to retro-fit an existing coatguard platform for a combat capable role.
