I guess it depends on the nature of the "business" these people have with these seniors but it's doubtfull this Councillor could look any less stupid or petty.

Right, because according to the other provinces. Toronto is the only place where there are gangs, violence, corruption, greed, etc. Every other province are all paradise where everybody compliments everybody and buys there clothes from the GAP and drives hybrids. Where at parks, they give you money for walking in there parks.

I understand the city is almost broke, but it's the politicians fault for squandering our money on bullshit.

To charge seniors to go for a walk in the park is insane.

The issue isnt the Seniors, the issue is that the Seniors are paying a company for these organized walks but the company lacks a permit to operate in city parks....apparently not every one read the whole article.

I agree with the city in this situation, and we arent talking about a lot of money either.

The issue is that these seniors already pay someone to walk in the park, so it is a business for someone. Any other business has to pay. Find out who is charging these seniors in the first place and demand they pay the fee or have them not charge these seniors and the issue is moot.

Edit, Stokes beat me to it.

The seniors have to pay to take a bus or cab to get to the parks too.
Is this company simply providing transport or is it running a whole fitness program and picknick schedule?

If all their doing is walking around, then what's the problem.

Bad news for American tour companies that take people on tours of Canada if they have to get a permit for every place they visit.

That sounds extreme but you know once the politicians taste the money they'll lay down the tariffs on every tour group they can because they're doing the same thing to their own businesses.

Would we rather seniors be out walking or at home getting ill? Isn't walking the single biggest preventative activity for geriatric health? Stupidy.

Good points Lemmy and Bart make. Yes its a business, granted I doubt with two walks a week shes getting rich or even close to rich on it. However the Gov also pushes fitness for health, you know to help lower the strain aging seniors could be on our health care system, then they push tourism, both of these they are now going to penalize. I wonder how many infractions this By-Law officer walked by while targeting the elderly. Local vendors complaining? About what? Foot traffic walking by their business? When did foot traffic and potential customers become a bad thing?
