At issue for many countries, but particularly Venezuela, is Cuba's exclusion from the Summit because it is not a democracy.

Is Venezuela even a democracy?

Talking about trades and fight against protectionism is quite more important than talking about Cuba. With the wave of socialism in some South America countries.
