Yup. Saved my sister when she was three. I was nine, she was then a lifegaurd after highschool.

From the article:

Insurance is a little over the top if the pool is supervised.

The article says you need permission to have a BarBQ... that one has me baffled.
But toddlers and open water do not mix.

I think they have missed the key element here. It goes without saying that children and pools should be supervised. I think the city council would have served this better if they were to enforce she and others be trained in CPR.
