Sorry but the problem isn't the pipeline or, despite their often assholish like attitude towards anything from western Canada, Quebec.
Quebec may have stopped the pipeline but it wouldn't have made one bit of difference in the grand scheme of things. The real villain here is the corporate welfare recipient Irving's who have publicly stated they're not going to buy Canadian no matter if a pipeline is built or not.

So the simple fix is to impose tariff's on the Saudi's oil and claim it's because they keep refusing to address their human rights issues. Trudeau comes out looking like he's actually standing up for human rights, Alberta get's it's oil to market and the Irving's still get to keep their billions of dollars profit in their tax free offshore accounts.
It'd be a win win situation for everyone but the assholes in the House of Saud.
