Sounds to me like you've got a fair chunk of your population that's just not interested in financing your government anymore.

If you read the article, these are taxes people said they owed, but haven't paid. It's literally the first sentence. They are using the CRA as a low interest loan.

The CRA doesn't have enough people to chase down the people to pay their back taxes they say they owe, again according to the article, due to Harper cutting the budget to pay people resulting in layoffs.

I'm seeing the same thing at work myself. We're so inundated with compliance reports that if we actually did them all we'd literally have no time to do our actual jobs.

2 years ago I got laid off a job and went on EI for a couple months while I found another. Basically how it works is you claim how much you've made in a 2 week period, so if you found something part time you're still getting x amount guaranteed. I under claimed how much I made one week by 16 dollars (I think I worked one day for training, which ended early, and I apparently got paid for the full day). I then over claimed how much I made the next week by 32 dollars. (added up hours wrong).

They sent me a notice in september of last year (over a year after I had come off EI) about it, I contacted them, point out the context, and that in reality they owed me more if anything.

I just got another letter about it about how I'm going to have to pay them back the 16 dollars. I honestly couldn't give a shit about the 16 dollars, obviously. But it's more the principle of how much time they're going to spend on this and how much money it's going to cost the tax payers to "come after me" over 16 dollars. I figure a low estimate of 20 times that. When in reality, it was a math error between the two period of time, and the result is basically a wash.

Needless to say i'm going to call and have a chat with them and point out how fucking stupid they are.

Been in the position myself, cashed in all my RRSPs and the business failed anyway, then for several years after I was either unemployed or minimally employed and couldn't pay.
This is for assholes like a friend's husband that's on EI part of every year and owes year after year and just won't pay up those back taxes. Gotta chase those quick, contractors tend to work for different employers every year.

Yeah, spending probably $300-$500 to collect on $32 that isn't even owed is about right for government work.

This is how the Canada Revenue Agency scammers hook you. They play on your fears and lack of knowledge about filing your taxes until you are terrified to the point that you will pay whatever they want to avoid incarceration and a record.

Police have issued warnings about the CRA scam, which is done by using Caller ID spoofing software to display the number of the local RCMP detachment on your phone, while fraudsters threaten to have you arrested for tax fraud.

Lady in the seniors home reacted by taking to bed, pulling a blanket over her head and not eating. Nurses called me in cuz she's so frazzled she remembers me as the phone guy (not since 1994!) and I must know everything about phones and what happens on them.
Had to tell her she's been on a pension for 15 years how the hell could she OWE $186,000 she never even made that much money, thank God she listened and came out of it.
One of the cashiers at the wife's store simply wouldn't believe anyone and they stopped him trying to buy every damn iTunes card in the store!

I called the assholes back last time and only told the guy who answered he better get rid of his burner phone quick, the number's been reported. CLICK!!
