If the CRA is anything like Service Canada, it's because they waste time on pointless nonsense instead of actual issues.
I'm seeing the same thing at work myself. We're so inundated with compliance reports that if we actually did them all we'd literally have no time to do our actual jobs.
The bureaucratic monster is so insatiable that it has now turned upon itself.
Truly, we are in the last stages of civilization when our governments are so busy with political correctness and paperwork that they don't even have time to collect revenues.

2 years ago I got laid off a job and went on EI for a couple months while I found another. Basically how it works is you claim how much you've made in a 2 week period, so if you found something part time you're still getting x amount guaranteed. I under claimed how much I made one week by 16 dollars (I think I worked one day for training, which ended early, and I apparently got paid for the full day). I then over claimed how much I made the next week by 32 dollars. (added up hours wrong).
They sent me a notice in september of last year (over a year after I had come off EI) about it, I contacted them, point out the context, and that in reality they owed me more if anything.
I just got another letter about it about how I'm going to have to pay them back the 16 dollars. I honestly couldn't give a shit about the 16 dollars, obviously. But it's more the principle of how much time they're going to spend on this and how much money it's going to cost the tax payers to "come after me" over 16 dollars. I figure a low estimate of 20 times that. When in reality, it was a math error between the two period of time, and the result is basically a wash.
Needless to say i'm going to call and have a chat with them and point out how fucking stupid they are.
