All the time. I work at Alberta Finance. Russians. Chinese. Germans. Americans. Belgians. It's doesn't matter. Everyone is always looking for a competitive edge, and if that means hacking into some government's computers . . .who does it hurt?

Good luck to them. We maintain an air gap (ie: unplugged cable) to the outside world for critical systems, so if they can hack that, more power to them! And we are installing new firewalls in the coming weeks, so, good luck with those too!
