Since you've decided to join the thread, will you answer the question that 2cdo won't? Should there be a penalty for overspending and taking contributions over and above the limits? Or no penalty and repay the money? Even if the culprit asked Elections Canada for clarification and they followed through with what they were told?

I already said why I wouldn't answer you.  But I'll give you a hint. I think that anyone found GUILTY of a crime should be punished, but not for allegations.

$1: In 2010 and 2011, several former Conservatives came forward, saying they were punished for refusing to take part in the scheme. Inky Mark of Manitoba and Helena Guergis of Ontario both state they were approached in 2006 to take funds from the federal party and then return them. Both refused. They join similar claims made earlier by David Marler of Quebec, and Dave Mackenzie of Ontario, who was noted as also refusing the funds although he has not spoken publicly on the issue.
On February 24, 2011, 4 senior Conservative Party members were charged in the In and Out Scandal under the Elections Canada Act with overspending over $1 million dollars in the 2006 election including allegations that Conservative election expense documents submitted to Elections Canada were "false or misleading" and attempted to fraudulently gain almost $1 million dollars in refunds from taxpayers. Senator Doug Finley, (the party's campaign director in 2006 and 2008, and the husband of Human Resources Development Minister Diane Finley), Senator Irving Gerstein, Michael Donison (former national party director) and Susan Kehoe (who has served as an interim party executive director) all face 3 months in jail, $1000 in fines or both. They eventually plead GUILTY. So throw the book at them?

No I'm just trying to get you to say that the Conservatives should have been punished. But your partisan hackery prevents you from doing that probably, or even directly answering questions about it.

See I will man up and admit when the party I support fucks up, but I do know that you wouldn't reciprocate. When "your" team fucks up it's an excuse a minute from the biggest hack on the site.

It seems to be a rare day that you can't wander clueless through the threads dropping your hyper-partisan missives and then have the nads to bitch about someone else being partisan all the while getting all moist eyed with that all too familiar lip quiver of yours when you've been labelled a hack. It took two pages of this thread to man up, so I wouldn't get too excited about that. How can you call someone a partisan hack when "your team" just got fined by the CRTC and you claim "my team hasn't done anything wrong"? Perhaps learn how to "man up" before you start calling out others.
