The trouble with allowing the banking of sick days or accumulated leave is the cost.
Anyone with any brains in their head accumulate sick days or holidays and use them at the end of their careers before they retire.
But that's an unfounded fear. It doesn't happen. They COULD do that, but they don't.

This only makes sense. You start off as a city ditch digger at 18 bucks an hour and accummulate as much leave as you can, so when you retire as the manager of ditches for the City at 50 bucks an hour that's the rate they have to pay you at for all those sick days and accumulated holidays you've saved up.
It becomes a horrendous expenditure, for any organization to pay.
I understand the fear, but it just doesn't happen in practise. Sick days are accumulated and then the guy retires, without ever claiming hardly any of them.
