What if, given the current equalization formula and downward spiraling economic trend, all Provinces become "have not" provinces.

That'd mean Quebec would actually have to use up some of their resources instead of sponging off the rest of Canada.

But on a serious note. The only thing equalization payments should be made for are health care and Unemployment insurance. Alot of the money is used for some pretty dubious things which don't fall under the category of actual requirements.

Well I wouldn't go so far as to say the equalization is flawed logic. Provinces like PEI should receive some benefit from being part of confederation and I don't think it's right to burden provinces with a health care system that is mandated by the federal government but paid for by the province when they can't afford it.

To say that the equalization formula as it currently sits is flawed, that I would agree with. Quebec's piece of the pie seems way out of whack compared to their potential. It's all most like they strive to under achieve just so they can collect.

I don't think you can use strive and Quebec in the same sentence

If I'm not mistaken it's based of an average of all the provinces, so even if you're province is in a deficit situation it could still end up sending payments to provinces that are in worse shape. I'm no expert on equalization though so I could be wrong on that.
