Let's start with this. The application toe expand this pipeline wasn't made until 2013. The Liberals got elected in 2015. So I don't see how you can blame Harper.
The other major pipeline was to be the Keystone. It was and is fully approved here. Harper had no way of knowing that Obama would gave to the environmental lobby and overrule his bureaucrats. Again, I don't see how you can blame Harper.
What needs to be done is for the government to declare this project in the national interest and overrule all the objections to force it through. It has the power and authority to do this. That they're NOT doing it is because they've decided that while more Canadians want it built than not (and more BC residents too) all too many of those people are conservatives. Among just plain old lefty voters the numbers are reversed, and it's playing to them for political purposes.
