I bet you're also surprised that the US has spied on us too
Yeah, and we got some great stuff, too! We found out that your CF-18 fighter is disturbingly similar to our F-18. We are, however, stymied by your strategies for using them.

American espionage against it allies is usually geared towards industrial/economic areas, not military.
I've read that a CSE (Canada's equivalent to the NSA) training op in the 80s in Ottawa once intercepted a cellualr call between the US ambassador and some US trade reps, which when turned over to our trade reps, helped us land a $1 billion grain sale to China (at the expense of the USA). The same book also detailed ELINT apparatus on the US Embassy in Ottawa that could have been used (and likely was) to intercept similar communciations by people in Ottawa.
I've no doubt the US government collects ELINT from Canada on a routine basis - either from Echelon or from the NSA. Whether or not it acts on such intel, I don't know. If CSE is as good as they say they are, then it shouldn't matter as the super critical stuff should be very well encrypted.
Besides, the easiest way to defeat our CF-18s is to lock the hangar doors!
