Wouldn' it be more cost effective for Canada to build a 21st Century Avro Arrow, making it's own parts etc?

It's what the Avro Arrow represented that we've missed out on. And it's our general malaise and lack of will to raise our heads from between our knees when it comes to anything except cutting down the trees, pumping out the oil, and ripping out the minerals, and selling them off at wholesale prices. And we can't even get that right - we hire foreign companies to do it for us, and count ourselves lucky to be handed a few jobs.

Sweden:
A population of 9 million;
A GDP of $400 billion;

Canada:
A population of 33 million;
A GDP of $ 1.5 trillion;

Tell me again why the Swedes can do this and we cannot?

The good question is not can we do it? but should we do it?

Thats not a good question. We need to design the Arrow MKII.

Nobody needs warfare escalation.

Reality bites what old chap.

Bite the bullet!
