2a) Is it possible to introduce one of the most comprehensive changes in modern times like Obamacare and still be "the most ineffectual president?" What is this claim based on anyway?

Obamacare? You mean the program whose $5,000 and $10,000 deductibles along with 300% rate increases are bankrupting people at a higher rate than before?

Could you afford a $10,000 deductible for a surgery?

Thirteen of the nations Obamacare exchanges have gone under because the balance of recipients outnumbers their paid members?

Obamacare is a CLUSTERFUCK and you're deluding yourself if you think otherwise.

Say what you want, none of what you mention above describes "ineffectual".

See definition #1. Unless you're aguing that Obama intended for Obamacare to be a clusterfuck then he's ineffectual.

The allegation that it's a"clusterfuck" is an opinion.

BTW, high deductible plans have been around for decades and are probably older than Obama is. Some Americans apparently like them because the premiums are low and they only want coverage for major catastrophic illnesses. They are a creation of your private market, not government.

....Not that I like Obamacare, I think single payer is the only way to go But I do think Obamacare is better than what you had before.
